The Chief of Medicine provides leadership for the hospital's medical programs to ensure achievement of clinical goals and performance measures. The role is responsible for hands on clinical work, oversight/administration of all aspects of care by providers and trainees in primary care, inpatient medicine, and medical specialties. Also, this position has broad oversight of Educational and Research programs in the Department. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Additional Requirements: The candidate must be Board Certified in a specialty member board of the American Board of Medical Specialties and have expertise in the analysis of available data and experience in the design of systems related to the provision of medical care. BLS and/or ACLS Certification As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination before your start date. Per the Center for Disease Control and Prevention (CDC), you are fully vaccinated for COVID-19, 2 weeks after receiving the requisite number of doses of a COVID-19 vaccine approved or authorized for emergency use by the U.S. Food and Drug Administration or that has been listed for emergency use by the World Health Organization. For Pfizer-BioNTech, Moderna, or AstraZeneca/Oxford, full vaccination is 2 weeks after receiving the second dose in a 2-dose series. For Johnson and Johnson (J&J)/Janssen, full vaccination is 2 weeks after an employee has received a single dose. HR Office staff must verify your vaccination status prior to issuing a final offer of employment and before you report for New Employee Orientation. [In addition, new hires must show vaccination documentation and submit their completed VA FORM 10230, COVID-19 Vaccination Form, to VA HR staff when reporting for New Employee Orientation. HR staff will upload vaccination information in the VA Light Electronic Action Framework (LEAF) system. If you are unable to obtain the COVID-19 vaccination due to a legally covered exception (i.e., medical or religious reasons), VA will provide additional information regarding what information or documentation is needed and how you can request an exception. If you request a legally required exception, you must first complete the VA FORM 10230, COVID-19 Vaccination Form, and return the form to the servicing HR Office staff within 2 business days. The HR Office staff will submit the form to your new supervisor of record for adjudication of the exception request. You may receive a final offer or be appointed while your request for medical or religious exception is being adjudicated. Preferred Experience: In addition to experience and/or training in Medicine. Candidate should have progressive administrative leadership experience for at least 7-10 years. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Walking, bending, stooping, and some lifting in the direct care of patients. There may also be extended periods of sitting. Education and length of practice are considered through a formal pay-setting process to determine the final compensable salary (Base Pay + Market Pay) ["This Chief of Medicine a senior medical position, Board-certified with experience which is progressive in breadth and intensity. Duties include, but are not limited to: Accountable to the COS for all professional/administrative activities within MSL including selection, orientation, continuing education of staff, coordination and integration of interdepartmental and intradepartmental services, the development and implementation of policies and procedures that guide and support the provisions of services, recommendations for a sufficient number of qualified and competent persons to provide care/service, recommendations for space and other resources needed by Sections for Medicine Service. Responsible for the quality of patient care rendered by members of the service including access, efficiency, effectiveness, and appropriateness of care and treatment of patients served by the service. Responsible for the continuous maintenance, assessment, and improvement of the quality of care/services provided. This includes the development of a written QA plan, including medical record review, mortality reviews, risk management, infection control, and utilization review as reported by committees tasked with these functions and/or direct evaluation of the service chief. Transmit to the Professional Standards Board recommendations concerning classification, appointment, and delineation of clinical privileges for all staff and others requesting privileges in Medical Service after development and approval of such criteria by the service members. Maintain surveillance of the professional performance of staff members with clinical privileges in Medical Service, and report thereon to the Professional Standards Board, when required or indicated, thus assuring that individuals with clinical privileges competently provide service within the scope of privileges granted. Responsible for the determination of the qualifications and competence of service personnel who provide patient care services. This will include the assessment of collected performance data to ensure the continuing competence of these individuals. Responsible for assessing and recommending to center management off-site sources for needed patient care services not provided by the service or the hospital. Chair service meetings and is responsible for advising staff members of the recommendations and implications of Medical Executive Board action as it concerns the service and Medical Center. Responsible for the teaching, education, and research programs of the MSL. Assist the COS in the enforcement of the policies of the Medical Center Bylaws, and Rules/Regulations of the staff. Responsible for, and assist in the preparation of, reports pertaining to Medical Service as required by VA regulations, Station policy, and Clinical Executive Board recommendations. Serves on hospital committees and task forces, both standing and ad hoc, as appropriate. Serves as attending physician for patient care within the scope of privileges granted. Takes call, within the scope of privileges, granted as needed. Provides direct clinical and administrative oversight for medical students and Internal Medicine residents, and fellows from Loyola University Medical Center. Candidates should have qualifications and experience for academic facility appointment at academic affiliate. Provides patients with accurate, compassionate, and cost-effective treatment. Responsible for providing services in an efficient, high-quality, cost effective manner within budget allocation. Has basic understanding of managed care practices, including health care finance, billing, coding and documentation. Has knowledge, ability and willingness to use and promote the dissemination among clinical staff of current automated technology for Health Information Management Sections (HIMS), patient data tracking, patient orders, etc. Performance reflects and demonstrates support of the Medical Service, Chief of Staff, Medical Center Director's, VISN Network and national goals. Ensures proper maintenance of patient records and files that are pertinent to the service. Follows HIPPA guidelines regarding patient information and ensures the timely completion of daily notes with accurate documentation and coding of services rendered. Follows established safety practices and reports concerns as promptly as possible to unsafe conditions, unsafe practices or any occupational illness or injury sustained. Adheres to all safety and health standards, regulations and work practices. Uses proper protective equipment as required.
